Regular Meeting

August 1, 2005

   The regular meeting of the Richfield Township Trustees was called to order by Donald Eisel at 7:00 p.m. at the Municipal Building, 3951 Washburn Road, Berkey, Ohio.

ADMINISTRATIVE REPORTS:
   The clerk provided copies of the minutes from the July 18, 2005 meeting, current Cash Summary Report and Pending Warrants Report.
READING AND APPROVAL OF MINUTES:
   080105-01 William Buckenmeyer made a motion to approve the July 18, 2005 minutes with the following amendments: no roll call was required on the motion to approve renting the fire station without a second vote, zoning regulations on a sign are 32 sq. ft... Donald Eisel seconded the motion. Roll call: Buckenmeyer – yes, Eisel – yes, Loeffer-yes; Motion carried.
   PRESENTATION OF THE BILLS:
   The attached listing of warrants (numbers 2553 - 2577) were presented for approval:
080105-02 Frank Loeffler made a motion to approve payment of the attached listing of invoices and the corresponding pending warrants. William Buckenmeyer seconded the motion. Roll call: Buckenmeyer–yes, Eisel – yes, Loeffler-yes: Motion carried.
   ZONING:
   Marshall & Melhorn, LLC (firm representing Christ The Word Church) submitted a letter for a request for text amendment to Richfield Township Zoning Resolution to accommodate enlarged time-frames to commence construction under special use permits. The Church has submitted an application for a special use permit to construct and operate a church on 3400 Murd Road, construction will not commence for at least 5 and possibly up to ten years. The Lucas County Plan Commission included a condition in its recommendation that the one-year limitation for initiating construction contained in the Township’s Zoning Resolution be extended to 10 years. The Trustees will discuss further at a later date.
An additional condition from the Lucas County Engineer was to have the applicant widen the Murd Road pavement to 20 feet from Central Avenue to the church driveway on Murd Road. The existing pavement for Murd Road appears to be 161/2 feet wide.
   FIRE:
No report Chief Tate was absent.
   FIRE STATION CONSTRUCTION:
The station will be completed in approximately three weeks. A dedication will be scheduled in the fall.
   Kornwell drilling installed a pump for the well at $650.00, a price quote from Greg Bettinger for a pump was received at a later date for approximately ½ the cost. The Trustees were in agreement to remove and return the pump to Korn Well Drilling and install Mr. Bettingers pump for ½ the cost. The well is pumping two gallons a minute.
Jerome Murd will dig the trench for the water line from the well to the building.
   There was discussion on installing an underground tank that would have the eaves troughs draining into the tank for irrigation of the landscaping. Mr. Bettinger advised the Trustees the underground tank would be sufficient in watering the landscaping and power washing the trucks.
   There was discussion on the irrigation system that  is being donated and the maintenance involved. There will be further discussion at a future meeting.
   080105-03 Frank Loeffler made a motion to purchase the pump and install the water lines into the building not to exceed $1500.00. William Buckenmeyer seconded the motion. Roll call: Buckenmeyer-yes, Eisel-yes, Loeffler-yes. Motion carried.
   The generator will be tested on August 4, 2005. Doug Ronau and Assistant Chief Tom Shambarger will be present.
   Mr. Bettinger reported the North East garage door has a crack in the bottom panel. He further stated the radiant heat located on the back walls could present a problem with the hoses and bedding on the trucks when they are backed in.
   NEW BUSINESS:
   The clerk presented the proposal for the feasibility  of purchasing the St. Elizabeth Church and school building. The Trustees approved the proposal; the proposal will be sent to the Reverend Michael Billings.
   Trustee Loeffler removed noxious weeds from the property at 4216 Lathrop Road.
There was discussion on restriping Kilburn Road.
   080105-04 William Buckenmeyer made a motion to approve the restriping of Murd Road. Frank Loeffler seconded the motion. Roll call: Buckenmeyer-yes, Loeffler-yes, Eisel-yes. Motion carried.
   The clerk will submit a letter to the Lucas County Engineer requesting the restriping.
   080105-05 There being no further business, Frank Loeffler made a motion to adjourn, which was seconded by William Buckenmeyer. Roll call: Buckenmeyer-yes, Eisel – yes, Loeffler-yes. . Motion approved. Meeting adjourned at 8:25 p.m.
 

 

Gleaner South Fairfield Fall Programs

   South Fairfield Arbor has scheduled guest speaker Fred Folger for September 19, "Civil War-Fort Sumter", October 17, "Toledo Once 3rd Largest Railroad Center" and November 14, :Toledo Downtown Department Stores" all at 7 pm at Evergreen Library.    Back by popular demand another fund-raiser Tea for a new community room! The "Autumn Boun-Tea Benefit" will be hosted by S. Fairfield Arbor, Saturday, October 29 at 2 pm at Evergreen Library. Nancy Stahl of Bryan, Ohio will cater our event, cost is $15 per person. Reservations can be made in person at Evergreen Library or mailed to them at 253 Maple St. Metamora, Ohio 43540. Payment MUST accompany your registration with checks payable to South Fairfield Arbor. Gift baskets and handcrafted items will be raffled and a 50/50 drawing held. Please remember to bring your own usable tea cup to share its unique history. For a chance to win a special prize we encourage Tea goers to sport their favorite hat! Come & enjoy a "Tea-mendous" afternoon with Gleaners and friends.
   Gleaner delegates prepare to go to the 52nd Biennial convention in South Bend, Indiana on September 30 - October 2, 2005. Members don't forget to gather your items for the silent auction benefitting St. Joseph County charities and also remember to bring your donation of non-perishables for our Gleaner charity basket service project to support the YWCA domestic violence outreach. Your participation and generous contributions are greatly appreciated.
   Upcoming South Fairfield Arbor activities include: Business meetings Monday, September 12 and Monday, October 10 at 4:30 pm at Evergreen Library.
   South Fairfield Arbor members are proud to announce their "2006 Samaritan Beneficiary" will be the New Evergreen Community Room. Each year Gleaner Arbor members have eight set requirements they MUST meet and sixteen optional requirements they can choose to do as Community projects - depending on how many projects the arbor completes - they are awarded a One, Two or Three Star status. Three Star being the Best attainable. South Fairfield Arbor has been honored for it's thirteenth consecutive year as a "Three Star Arbor" - Congratulations to it's members for all their dedicated volunteer time and talents they give to their community.    The following is a review of what S. Fairfield Arbor contributed to the community in 2005. A "Spring Beautification/ Arbor Day" involved planting flowers at Evergreen Library and at businesses in Metamora. A patriotic "Flag Day Celebration" was shared with veterans, boy scouts and the public. With our 5th annual "Join Hands Day". 4-H youth and Gleaners held a bake sale to help Wyatt Witt. Six educational programs were held with guest speakers at Evergreen Library. Linda Bollinger was honored with our "Community Service Recognition Award". We commemorated our arbor's 100th Anniversary. Many social events were enjoyed including our annual "Bring a guest" winter solstice and summer potlucks, super cruise nights, and evenings at Fayette and Croswell Opera. Two fund-raiser Teas benefitted funds for a New Evergreen Community Room. We supported the Gleaner scholarships, Blissfield Habitat, Fulton County Historical Society, Swanton Assistance dogs, 4-H small animal sales at the Fair, Metamora and Berkey Fire Departments, Hurricane disaster relief Red Cross, Hospice of Fulton County, Toledo Ronald McDonald House, 4-H Goats and Udder Things, Lenawee Humane Society and the Food Pantry at Thanksgiving and Christmas time.
We'd like to wish all 4-H students good luck with your projects at the Fulton County Fair.
