Board Of Richfield Township Trustees
Regular Meeting
July 5, 2005


 

The regular meeting of the Richfield Township Trustees was called to order by Donald Eisel at 7:00 p.m. at the Municipal Building, 3951 Washburn Road, Berkey, Ohio.

Administrative Reports:
 

The clerk provided copies of the minutes from the June 20, 2005 meeting, current Cash Summary Report and Pending Warrants Report.

READING AND APPROVAL OF MINUTES:
 

070505-01 Frank Loeffler made a motion to approve the June 20, 2005 minutes as presented. Donald Eisel seconded the motion. Roll call: Buckenmeyer – yes, Eisel – yes, Loeffler-yes; Motion carried.

PRESENTATION OF THE BILLS:
 

The attached listing of warrants (numbers 2460 - 2499) were presented for approval:
070505-02 Frank Loeffler made a motion to approve payment of the attached listing of invoices and the corresponding pending warrants. Donald Eisel seconded the motion. Roll call: Buckenmeyer–yes, Eisel – yes, Loeffler-yes: Motion carried.

ZONING:
 

Trustee Eisel reported Ben James is holding an informal meeting on July 7, 2005 at 7:00 pm at the Richfield Township Town Hall for discussion on building a church and playground at the North East corner of Central and Murd Road. Adjoining property owners have been notified of the informal meeting. Mr. Eisel reported some property owners have expressed concerns over traffic issues the church will bring. The Lucas County Planning Commission delayed the hearing on the church for 60 days due to concerns of traffic issues on Murd Road. The County has concerns over Murd Road being able to handle the volume of traffic. Trustee Loeffler and Eisel are not in favor of the church being built, further stating there will be no revenue from a church.
The Lucas County Plan Commission has recommended the Richfield Township Trustees adopt a resolution to include a requirement for a posted notice on property that has a pending zoning action indicating the application will be considered by the Lucas County Planning Commission, the Township Zoning Commission, and the Board of Township Trustees. The posted notice is a method that has been used to increase public awareness of pending zoning actions. The Trustees will discuss further at the next scheduled meeting.


 

 

FIRE:

June gas usage was 33.67 gallons.
The Chief will be on vacation July 18, 2005.

FIRE STATION CONSTRUCTION:

Jeff Rae reported the expected completion date of the fire station will be the end of July, further reporting the partitions may not be in the training room at that time.
Trustee Eisel reported he has spoke with Korn Well Drilling Company to receive an estimate on the well. Mr. Eisel will meet with the company on July 6, 2005 to discuss the estimate; he further reported the company does want to install the pump. There was further discussion on where the water pipes would enter the building.

NEW BUSINESS:

Trustee Loeffler attended the LCIC meeting held on July 1, 2005. Mr. Loeffler reported the first draft submitted by the committee consisted of 27 members; no township representatives were selected as members. Springfield Township filed a lawsuit and as a result a second draft was submitted including 11 township representatives. The draft was passed, 11 members resigned from the committee to allow township representatives. One township representative will be on the voting committee.

There was discussion on allowing the public to use the new fire station for family parties or gatherings. Trustee Loeffler would like to see a policy in place to allow residents to use the training room for family parties. Mr. Loeffler further stated residents have expressed interest in using the fire station for parties; he explained the station is handicapped accessible and has air conditioning and since the people are paying for the station they should be allowed to use it.

Chief Tate explained the training room is used frequently for trainings and continuing education and there may be a scheduling problem. He further stated the trainings are frequent and sometimes are held at the last minute. The Chief explained the training room has only one bathroom in use at this time. Mr. Tate did inform the Trustees the seniors will be using the training room for gatherings in the afternoon, he further stated afternoons are not a scheduling problem as trainings are held in the evenings or on weekends. Chief Tate further stated the old Berkey fire station is available for residents to use for parties and it has air conditioning.

Trustee Buckenmeyer stated the people voted down the first levy for a fire station/community room and voted in the second levy for a fire station only.

Jeff Noe stated since the station has been opened to the seniors then a precedent has been set and all residents should be allowed to use it. Ron Smith stated residents have been complaining the station should not be for firemen only and would like to see it opened up for the community.

ROADS:

There was discussion on the Kilburn Road project. Two bids were received as follows:
1. Pavement Technology Inc. $16,400.00
2. Freisthler Paving Inc. $15,993.49

070505-03 William Buckenmeyer made a motion to accept the bid from Freisthler Paving Inc. in the amount of $15,993.49. Frank Loeffler seconded the motion. Roll call: Buckenmeyer-yes, Loeffler-yes, Eisel-yes. Motion carried.

070505-04 There being no further business, William Buckenmeyer made a motion to adjourn, which was seconded by Donald Eisel. Roll call: Buckenmeyer-yes, Eisel – yes, Loeffler-yes. . Motion approved. Meeting adjourned at 8:35 p.m.
